Harborough District covers south and south-eastern areas of Leicestershire. It covers a large rural portion of the county stretching from Market Harborough in the east to Lutterowrth in the west with the county boundary along the A5 as it's westernmost limit. The southern border of the District is again the county boundary while it's eastern border is shared with Rutland.
To the north it is bordered by Oadby, Wigston and Blaby District. The council also covers an area to the east of Leicester between Leicester and Rutland. The northern boundary here is near the A47 trunk road with the villages of Houghton-on-the-Hill and Scraptoft included in the District.
The council is elected once every four years. The next elections are due on the first Thursday of May 1999.

Just over half Harborough's seats were due to be declared today, but already
the Liberal Democrats are celebrating, having won all 10 seats in the town of
Market Harborough. Since 1986, when all but two of the town seats were
Tory-held, the Lib-Dems have built up their strength, winning the last two
from the Conservatives last night. The average turnout of 44 per cent also
produced a successful night for Labour, who increased their showing from
three seats to five.
The first 18 seats declared last night included one independent and just two Conservatives, but when the remaining 19 results are known today more Tory success are expected to be seen. Long standing Broughton Astley councillor Eileen Bayliss, who resigned from the Conservative group last year and stood as an independent, lost her seat to Labour's Dave Smith.

The Conservatives have lost their one seat majority in Harborough, and the
largest party on the District council is now the Liberal Democrats with 13
seats - although no party has overall control.
Liberal Democrats gained two seats in the elections, but damage was also inflicted on the Tories by Labour, who gained five new seats in this once true-blue district to increase their numbers on the council to eight.
The independent share of the 37 seats remained the same at four, but the Conservative share has slumped from 19 to 12. In the first 18 seats, declared on Thursday night, the Liberal Democrats took all 10 in Market Harborough, Labour won both Broughton seats and three in Lutterworth, Conservatives held the remaining Lutterworth seat and won langton, and Independent Ken Day held on to Lubenham.
