All wards in the council have two seats. The council has been Labour controlled since 1979. Elections normally happen once every four years but there were elections over 2 consecutive years in 1995 and 1996 because Leicester City Council obtained Unitary status in the recent local government review. The Tories have been left wondering what political future they have in the city after beginging reduced to just four seats from a previous total of 12. Labour leaders were expecting a total of around 40 seats by the end of the night but were overjoyed to secure 45.
The Liberal Democrats are delighted at becoming the official opposition to Labour although they have just seven seats - the same amount they controlled before the election. The major shocks for the Tories were the defeat of Lord Mayor Margaret Bell and housing spokesman Jack Allen. the Liberal Democrats must now decide on thier new leader as Geoff Walker lost his St. Augustone's seat to Labour.

The Liberal Democrats also took the second Western Park seat from the Tories while failing to regain the Crown Hills ward, lost in the 1991 elections. The Lib Dems also capitalised on their recent County Council by-election victory in Saffron by picking up one of the ward's City Council seats.
The Tories saw their former bastion of Thurncourt fall to Labour who also took Beaumont Leys and the seond Rowley Fields seat. Even the Evington result was close with the sitting Conservative councillors narrowly seeing off the Labour challenge. Group leader Coun Roman Scuplak has a more comfortable win in Humberstone while the Liberal Democrats also saw healthy majorities for their 4 councillors in the 2 Knighton wards.
The second successive year of full city council elections saw the turnout fall and the Conservative decline arrested. With only 4 seats left to defend, it was difficult to see how the Tories could sink any further. Their win in December's Evington by-election with an increased majority was a possible indication of a change in Conservative fortunes in Leicester, and so it proved to be with the Tories regaining 3 seats they lost to Labour last year.
In a close-fought contest Liberal Democrats Geoff Walker and Anne Bunce regained St. Augustine's from Labour. The Liberal Democrats also retained Western Parks with an increased majority but lost last year's gain in Saffron. The Liberal Semocrats however remain the offical opposition on 8 seats with the Tories one behind on 7 and Labour down 4 on 41.
The Conservatives recaptured Thurncourt and one of the Aylestone seats although county councillor D Parsons was unable to defeat Labour's Coun Sue Foreman for the other seat. This year's gains for the Tories still leave them 5 seats fewer than the total of 12 they had before the 1995 elections. The Liberal Democrats will be happy to have consolidated recent gains and recover St. Augustine's, their only disappointment being the loss of their Saffron seat.
Elsewhere Labour's Group leader, Peter Soulsby, comfortably held Abbey and ex-leader Stuart Foster retained Coleman, as Labour kept control of the council.
